The Local Government Yellow Belt builds practical Lean capability for municipal professionals who will be involved in identifying problems, participating in improvement events, and applying Lean tools to real service delivery challenges. Every module is grounded in local government examples: permit processing, fleet scheduling, public works operations, payroll, HR, and IT.
Participants complete the program with a working knowledge of the tools Lean practitioners use in government environments: value stream mapping, 5S workplace organization, standard work, Kaizen, and Plan-Do-Study-Act (PDSA). They are ready to contribute to any Lean improvement project their organization runs.

Lean Foundations for Local Government
What Lean is, where it comes from, and how its principles and the eight wastes apply to municipal service delivery.
Initiating Improvement Activity
Plan-Do-Check-Act (PDCA), A3 thinking, writing effective problem statements, and using Gemba walks to identify waste and improvement opportunities.
Mapping and Problem Solving
Process mapping, value stream mapping, Kaizen event structure, and root cause analysis tools (5 Whys, fishbone) for municipal improvement work.
Implementing and Sustaining Change
5S workplace organization, point-of-use storage, prioritization and planning, standard work, visual management, and mistake-proofing to embed and hold gains.
