The Local Government Green Belt is a substantial, project-based program for municipal professionals taking on formal improvement leadership. Participants complete a real improvement project within their organization, applying core Lean tools alongside change management, demand analysis, and value stream mapping at scale.
This is the certification level most relevant to managers, CI coordinators, and department leads who need to deliver results, not just understand concepts. Foundations and Project Approach
Lean principles, value, and waste in municipal operations, plus PDCA vs DMAIC, A3 thinking, project selection, team building, and core project management tools.
Data and Process Walking
Gemba walks, data collection planning, process mapping, and key Lean time-based measures (lead time, cycle time, value-added time).
Improvement Events and Value Streams
Kaizen events and facilitation, 5S workplace organization stages and deliverables, current-state value stream mapping, Theory of Constraints, work balancing, and future-state design.
Change and Sustaining
Change management and resistance, visual management, standard work, FMEA, and control planning to close projects and sustain gains.
