The bottlenecks are well known: permit backlogs, inconsistent processes across departments, slow cross-departmental handoffs, and difficulty sustaining improvements without external support.

Our Municipal Consulting Approach
Municipalities face a unique improvement challenge. Unlike private sector organizations, local governments cannot simply cut services to reduce cost. The mandate is fixed: serve residents efficiently, within budget, without compromising quality. That constraint makes process discipline not just beneficial but essential.
Our consulting engagements for municipalities follow a structured three-stage approach, scoped to your organization size and starting point.
We begin with an OpsScan operational assessment, typically covering two to four high-volume service areas such as permits and approvals, public works service requests, finance processing, and clerks operations. The diagnostic maps current-state workflows, identifies where work is waiting, where handoffs create delay, and where rework is occurring. Most municipal diagnostics complete in two to three weeks and produce a prioritized action plan with estimated capacity savings.
From the diagnostic, we run targeted improvement events on the highest-value processes. Common focus areas include permit application turnaround, service request intake and dispatch, cross-department handoffs, and scheduling in operations-heavy departments. Each event produces redesigned standard work, visual management tools, and a sustainment plan that department managers can operate independently.
The goal is not a one-time project. It is a municipality that can run and sustain its own improvements. We build internal capability through White Belt, Yellow Belt, and Green Belt certification programs recognized by Ontario Tech University. We also establish management routines and visual performance dashboards so progress is visible and accountability is maintained after the consulting engagement ends.

Do you work onsite with municipalities?

What size of municipality do you work with?
We work with municipalities ranging from small towns to mid-size cities. The scale of the engagement adapts to the organization: a smaller municipality may start with a focused improvement project, while a larger city may engage us for a phased, multi-department program.
What does a typical engagement look like?
Most engagements begin with an operational diagnostic (2 to 3 weeks), followed by targeted improvement events on the highest-value processes (typically 8 to 12 weeks per cycle). Organizations that want to build internal capability layer in Lean Belt training programs alongside or after the initial consulting work.
How do you measure and report results?
We define measurable targets at the start of every engagement: turnaround time reductions, capacity freed, cost avoidance, error rates, or resident satisfaction improvements. Progress is tracked throughout and documented in a close-out report that municipalities can share with council.
Is your training recognized by any institutions?
Yes. Our Lean Belt programs (White through Black Belt) are recognized by Ontario Tech University, a Tier 1 institution under the Ontario Together Fund's Non-Employer Training Initiative (NEI). This designation makes LEA-delivered training eligible for government funding programs in applicable provinces.
